Case Study: Developing a Disability Action and Inclusion Plan (DAIP)

 Client: Toora Women Inc

Toora Women Inc provides essential services, including homelessness support, addiction recovery, domestic violence assistance, and counselling, to women in the ACT. Committed to improving accessibility and inclusion, Toora sought a structured approach to address these critical needs by developing a Disability Action and Inclusion Plan (DAIP)—a strategic roadmap for fostering a more inclusive organisation.

Empowering Experiences’ Tailored Approach to DAIP Development

Toora Women Inc recognised the need for a comprehensive DAIP but was unsure where to begin. Empowering Experiences provided expert guidance, leading an in-depth and collaborative review process that engaged key stakeholders across the organisation.

Our approach included:

  • Stakeholder Consultation: Conducting an extensive review to gather insights from Toora’s leadership, staff, and clients about accessibility challenges and opportunities.
  • Evidence-Based Analysis: Synthesising feedback to identify key themes and challenges, forming the foundation of the DAIP’s strategic objectives.
  • Action Planning & Implementation: Collaborating with Toora’s leadership to map out achievable objectives and actionable steps to enhance accessibility and inclusion.

A DAIP is a living document that requires ongoing commitment. In March 2024, Empowering Experiences facilitated an all-staff workshop, providing Toora’s team with the opportunity to discuss, refine, and expand the proposed DAIP objectives. This collaborative session enabled staff to ask critical questions, contribute new ideas, and take ownership of the accessibility journey.

A Transformative Outcome: Toora’s Bespoke DAIP

Toora Women Inc is now in the final stages of establishing its first comprehensive DAIP—an essential tool for guiding organisational strategy, securing grant funding, and engaging partners and supporters.

The DAIP development process not only resulted in a structured plan, but also ignited a cultural shift within Toora. Staff discussions during the consultation revealed a strong commitment to serving women with disabilities, despite existing accessibility barriers. The collaborative nature of this initiative encouraged cross-team problem-solving and innovation, strengthening Toora’s long-term capacity for inclusive service delivery.
